3. Meeting minutes to be reviewed:

a.       Meeting minutes from the July 10^th, 2007 regular board meeting were reviewed.

                                      i.      LeRoy Thom made the motion to accept the meeting minutes as written. JoElyn Brus second the motion. Motion unanimously passed.

b.       Meeting minutes from the August 7^th, 2007 regular board meeting were viewed.

                                      i.      Nancy Hogan made the motion to accept the meeting minutes as written. Alvin Benitz second the motion. Motion unanimously passed.

c.       The Grant Administrator’s 2007 contract was reviewed.

                                      i.      JoElyn Brus made the motion to accept the contract as written. LeRoy Thom second the motion. Motion unanimously passed.

                                    ii.      Mike Noble signed the contract and returned it for processing with EPA.

 

4. Treasurer’s report – JoElyn Brus
   1. Reimbursement #47 was paid on 08/29/07 in the amount of $13,632.91.
   2. Balance remaining on the grant is $12,181.27
   3. Reimbursement #48 is pending in the amount of $23,442.33

 

5. Old Business
   1. It was asked of the Grant Administrator to compile a listing of any outstanding action items in the last few months. (ACTION ITEM.)

 

6. EPA Report (work in progress) (Paul Peronard)
   1. Libby Area:

                                                               i.      Paul reported that in Mike Cirian’s absence that CDM will be addressing any ERS issues.

                                                             ii.      In the past months, 160 homes have been clean, including approximately 55,000 cubic of soil being removed. One property is being partially demolished and it should be completed this coming weekend.

1.       A total of 954 properties have been cleaned including 75 outdoor and 80 indoor properties.

                                                            iii.      EPA is starting the second round of activity base sampling. Two periods of indoor activity base sampling will be start 09/23/07 with a target of 80 properties.

                                                           iv.      The mine site is under investigation with ambient air sampling, tree bark samples and soil samples.

                                                             v.      The export plant (current search and rescue building) is undergoing visual, soil, and activity base sampling.

                                                           vi.      The Stimson property is also undergoing sampling.

                                                          vii.      At the EPA Information Center documents are available:

1.       Data Export Plant Summary

2.       Riverside Park Area Summary

3.       Coming at the end of October; a) Stimson report, screening plant report and Burlington Northern reports.

                                                        viii.      SQAPP – this document will be very technically orientated due to the sampling data. It will include ambient air sampling prior to 2006 and the 2006-2007 ambient air sampling.

1.       Paul mentioned that activity based monitoring will include both passive and active time. Gordon Sullivan (guest) commented that carpet activity based monitoring is a must.

2.       Paul responded that the SQAPP will address carpet and under carpet areas with the tradesman exposures (includes firemen, carpenters and carpet lying). A plan will be developed over the winter of 2007 with implementation in 2008 (based on available finances).

                                                           ix.      Tech. Memo #8 – issues related with the use of statistics and the calculation of uncertainty bounds. It will include the risk assessment numbers.

                                                             x.      D.C. Orr (guest) requested information regarding the risk assessment versus the health risk assessment. Paul responded that this information will be available in the epidemiology study, the CARD medical database (tracked for 5, 10 and 15 year intervals), and the quantitative risk assessment.

2. Troy Area: (Catherine LeCours)

                                                               i.      Catherine reported that 550 properties have been sampled with 30-35% containing visual vermiculite. Five properties are considered high property (high exposure probability).

                                                             ii.      The office in Troy will be manned on Tuesday, Wednesday and Thursdays.

                                                            iii.      Work will begin for 2008 in between March and April.

                                                           iv.      Approximately 1,109 properties have been sampled which constitutes approximately 50% of the total project.

8. Special Presentation – Robert Jones
   1. Sustainable Development Consulting International, (SDCI) LLC

                                                               i.      South African asbestos exposures

                                                             ii.      What Libby Montana does with the asbestos exposure and the clean up will effect both the United States and globally.

                                                            iii.      South African asbestos exposures

1.       40 communities were identified as high asbestos exposures.

2.       Three open pit mine sites what were worked between 1890 and 2002

3.       97% of the mine sites produced amphibole asbestos.

4.       No transportation or industrial areas were effected
